What Is the CCC?

A Certificate of Completion and Compliance (CCC) is a statutory certification under Malaysian building regulations. It confirms that:

✔ The building has been completed

✔ Construction followed the approved plans

✔ All safety and compliance requirements are met

In simple terms, it is official proof that a building is ready and safe to be used.

Without CCC, you are not legally allowed to occupy, sell, or rent a new building — even if construction is physically complete.

Why Is CCC Important?

Malaysia introduced the Certificate of Completion and Compliance to protect both building owners and the public.

Who Issues the CCC?

✔ Mechanical & electrical engineer

✔ Other relevant technical consultants

Once all compliance documents are compiled and verified, the CCC is lodged with the relevant local authority (e.g., MBSJ, MBPJ, DBKL) for final review.

What Happens If You Don’t Have CCC?

Occupying or selling a building without CCC can lead to serious legal problems:

⚠ Banks may refuse to finance or insure the building
