What is NGO
An NGO is a voluntary, non-profit group of individuals or organizations. While they operate independently of the government, they often collaborate with public sectors to advocate for policy changes or provide critical services.
The Four Pillars of NGO Impact
- Humanitarian Aid: Responding to crises, war, or famine (e.g., Islamic Relief Malaysia).
- Human Rights: Advocating for the marginalized, including children, the disabled, and refugees.
- Environmental Protection: Tackling climate change and conservation (e.g., Malaysian Nature Society).
- Education & Research: Providing training and data-driven insights to solve social issues.

The Roadmap: 5 Steps to Register NGO in Malaysia
Setting up a legal entity ensures your organization is transparent, accountable, and eligible for funding. Here is the technical process for registering as a corporate NGO entity:
1. Choose Your Name
Your name is your brand. It must be unique and not already registered. You can perform a quick search on the Suruhanjaya Syarikat Malaysia (SSM) website to see if your desired name is available.
2. Draft Your Constitution
This is your "rulebook." It defines your purpose, how members join, how the board is structured, and what happens if the organization ever dissolves.
3. Register with the SSM

To become a legal entity, you must submit your application to the SSM. You will need:
- Form SSM-4 (completed).
- The NGO’s Constitution.
- A list of founding members.
- A recent bank statement.
- A registration fee of RM30.
4. Secure Tax-Exempt Status

To make donations more attractive to sponsors, apply for a tax exemption certificate from the Inland Revenue Board (IRB) using Form IRB-KHA/1. You’ll need your registration certificate and latest financial statements for this.
5. Launch and Fundraise
Once registered and tax-exempt, you are ready to apply for government grants and corporate sponsorships to fuel your mission.
