What Is the CIDB Green Card?
The CIDB Green Card commonly called Kad Hijau is an official registration card for construction personnel employed in the construction sector in Malaysia. It is issued under CIDB Act 1994 (Act 520) and shows that the cardholder has completed the Safety Induction Construction Workers (SICW) or equivalent safety training required by CIDB.
Why Is It Mandatory?
According to CIDB regulations, no one may work on a construction site without being registered and holding a valid CIDB Green Card. The cardholder must not only be registered with CIDB Malaysia but also have received basic health and safety induction training before being permitted to enter and work on site.
Failing to comply with Section 33 of CIDB Act 520 can result in legal consequences, including potential fines for both the worker and employer.
Who Needs One?
The CIDB Green Card is required for all types of construction personnel, including:
- General construction workers
- Semi-skilled and skilled workers
- Site supervisors and project managers
- Anyone involved in construction operations at a site
This requirement applies to local and foreign workers alike. They must register and complete the relevant safety course before they can legally work.
How to Get the Green Card
To obtain a CIDB Green Card, a person must:
- Complete the Safety Induction Construction Worker (SICW) course or another CIDB-recognized safety training.
- Register as a construction personnel on the CIDB CIMS system.
-
Pay the applicable registration fees and submit required personal documentation.
Once complete, a construction personnel registration certificate and card will be issued.
Newer smart card versions include upgraded technology such as chip security, with implementation in Malaysia since 2019.
Card Renewal & Validity
The Green Card is not permanent, it usually has a fixed validity period (often up to 3 years depending on the chosen renewal length). After expiry, workers must renew their registration and sometimes retake updated safety training or refresher courses.
Renewal can be done online via the CIDB CIMS system before the expiry date. Keeping the card current is essential for uninterrupted legal work at construction sites.
Benefits & Legal Protection
Safety Certification:
The Green Card indicates the bearer has completed required safety induction training.
Insurance Coverage:
Many Green Cards include coverage under the CIDB Construction Personnel Protection Plan, which offers benefits for accident-related injuries or death while on the job (as specified under CIDB policies).
Legal Compliance:
Workers without a valid card cannot legally enter a construction site, and employers who allow unregistered workers may face enforcement action under the CIDB Act.
